BRANCH OPINION


Re: Application of back-flow preventers, Ontario Building Code (OBC), Article 7.6.2.3.

The following is an analysis of the requirements of Article 7.6.2.3. of the OBC:

Sentences 7.6.2.3.(1) to (3)

The above Sentences specify where backflow preventers are required.

Sentence 7.6.2.3.(4)

It specifies the kind of protection which is required when different fire protection systems are installed.

Sentence 7.6.2.3.(5)

It only requires backflow preventer devices to be selected, installed and field tested in accordance with CAN/CSA-B64.10, "Backflow Prevention Devices - Selection, Installation, Maintenance and Field Testing" when backflow preventer devices required by the OBC.

Sentence 7.6.2.3.(6)

It requires acceptable backflow prevention devices to be certified to the Standards listed in Sentence 7.2.10.10.(1) of the OBC.

Sentence 7.6.2.3.(7)

It states tank type water closet valves are to be provided with a back-siphonage preventer in conformance with Sentence 7.2.10.10.(2) of the OBC.
Sentence 7.6.2.3.(8)

It does not require buildings of residential occupancy within the scope of Part 9 to be isolated unless they have access to an auxilliary water supply. This Sentence supersedes all municipality by-laws related to this issue.

It is the opinion of the Housing Development & Buildings Branch that only the OBC regulates where backflow preventer devices are required. Where backflow prevention devices are required by the OBC, they must be selected, installed and field tested in accordance with CAN/CSA-B64.10, "Backflow Prevention Devices - Selection, Installation, Maintenance and Field Testing".
