BRANCH OPINION


STRUCTURAL UPGRADING OF EXISTING ROOFS

If an existing roof structure, which is analyzed to the current CSA standard, is judged to be under-designed for the local design snow load, does the Code require the existing roof to be upgraded to meet current standards?

The Branch opinion is that since the Ontario Building Code is not retroactive, the existing structure need not be upgraded to meet the current design standards unless the structure is deemed to be unsafe.

In situations where roofs have withstood their 100 year snow load without signs of distress, where ground snow load values have increased due to climatic changes and/or better data or when standards have changed due to research or past experience, the Code has not required that those roofs be upgraded unless the change has been so drastic as to create a potential unsafe condition or where obvious signs of distress have necessitated remedial work.
