According to Article 2.1.1.7. of the OBC, where an existing building is extended or subject to material alteration or repair, the OBC is applicable only to the design and construction of the extensions and those parts of the building that are subject to the material alteration or repair (i.e. if an existing floor drain within a dwelling unit requires repair, the OBC only applies to the repair of such a floor drain).
Therefore, it is our Branch opinion that if a plumbing system is being extended or repaired within a suite, the OBC is only applicable within such a suite. However, if the construction of such an extension or repair involves works which goes beyond the area of such a suite, the OBC is applicable to all the work being done including the portions which may be adversely affected (see Article 7.1.2.2. of the OBC).
Finally, existing drainage piping installed under semi-detached dwellings are permitted to remain in place provided no construction is proposed. In addition, you may wish to advisor the owners of these dwellings regarding the existing drainage system condition and the impact of maintenance or repair in the future.
