BRANCH OPINION

RE: PANIC HARDWARE AND ELECTROMAGNETIC LOCKING DEVICES

Sentence 3.4.6.15.(1) sets out the conditions that require the installation of panic hardware on exit doors. Egress doors of a room or suite are addressed in Section 3.3.

Sentence 3.3.1.11.(3) clearly states that a door in an access to exit in an elementary or secondary school or a door leading directly from a Group F, Division 1 occupancy is not permitted to be equipped with an electromagnetic locking device.

Article 3.3.2.6. requires the installation of panic hardware on doors from a room or suite of Group A occupancy containing an occupant load of more than 100 persons. Other additional hardware (electromagnetic locking devices included) may only be installed if they do not interfere in any way with the normal operation of the panic hardware required. In other words, these doors must open immediately when a force of not more than 90 N (20 lb) is applied to the panic hardware in the direction of the exit travel.
